  • Project management

    Is the project managing you, or are you

    managing the project?

    The core of this question is not understood before conflicts and arguments arise with contractors.

    As a rule, an argument after a contract for services has been concluded means spending more time and money or compromises in work quality.

    Later disputes can be avoided if an agreement regarding all important issues is reached with contractors before concluding the contract for services.

    Our objective is to protect our client’s interests in the earliest stage of the project as possible and also later when implementing the project.

    Preparatory and general activities, e.g:

    • compiling real estate pre-purchase technical due diligence reports;
    • consultations related to planning and implementing building design;
    • checking whether the plan and building design documentation’s primary data exists and the analysis of technical options;
    • organizing the procurement of primary data for compiling the detailed plan and building design;
    • representing our client’s interests in administrative agencies and before utility network managers;
    • organizing information exchange between project participants and managing the documentation;
    • organizing insurance for construction works and the construction;
    • organizing the finding of solutions for possible disagreements that may arise with contractors;
    • organizing expert assessments and audits;
    • organizing energy audits;
    • binding a client’s independent contracting and procurements with the project;
    • estimating time and cost;
    • making proposals for changing technical and economic solution options;
    • organizing meetings, reporting on a project’s success and the provided service;
    • other related activities, as required.

    Planning period activities, e.g:

    • representing the client and protecting their interests during the planning period;
    • compiling the building design client’s written initial task;
    • compiling procurement documents for planning works, conducting the procurement, comparing tenders, providing advice regarding contracts, and organizing negotiations;
    • organizing design works, arranging planning meetings;
    • checking whether the design works contract is being fulfilled and demanding that the contract to be performed;
    • processing potential alterations and additional works;
    • inspection of prepared building design;
    • checking acts and invoices of design works;
    • checking the integrity of building design, arranging the application of co-ordinations and building permits;
    • organizing the compiling of a cost estimate based on the building design documentation

    The previous list is an example of the possible content of the service. The exact content of the provided service depends on the Contracting Entity’s wish and needs, as well as the object itself.

  • Owner supervision

    Construction supervision by owner is an activity required by the Building Code, which the building owner must ensure at the time of construction.

    Using expert owner supervision is additional insurance for achieving the quality of construction works. Owner supervision can only be performed by a person who meets qualification requirements. Owner supervision cannot be provided the builder of the same building nor be connected to persons whom they are supervising.

    The objective of owner supervision is to ensure:

    • building according to the building design documentation;
    • documenting the construction;
    • quality of construction works;
    • construction work safety for people and the environment.

    In addition to requirements arising from legislation, the owner may order other building project management activities together with the owner supervision service (e.g. managing building meetings and taking minutes, checking the builder’s acts and invoices, heritage conservation supervision, organising warranty works, etc.)

  • Technical consultant

    Foundation KredEx supports the comprehensive renovation of apartment buildings from the European Union’s Cohesion Fund...

    ... allowing for the building’s energy-efficiency to be increased, its useful life to be extended, indoor climate to be approved, and the value of the real estate to rise. The aid can be applied for by an apartment association in the amount of 15%, 25%, and 40% (including 50% in Ida-Viru County) of the total cost of reconstruction works and 50% of the cost of technical consultant and owner supervision service. In order to receive the aid, the applicant is obliged to use the help of a technical consultant.

    A technical consultant can be a private person who has undergone relevant competence training in apartment building reconstruction and passed an exam and has been included in the list of technical consultants published on the website of Foundation KredEx.

    A technical consultant must provide an independent service. They cannot have any economic interests related to businesses included in the reconstruction process as other parties.

    A technical consultant counsels the beneficiary upon compiling planning and construction work budgets, organizing planning and building procurements, compiling schedules, and carrying out other required processes. The main task of a technical consultant is to advise the association in technical questions mainly before reconstruction begins, but also during the later process. As such, the contract between the association and the consultant must be valid until the end of reconstruction works.

    Our technical consultants have long-term (over 15 years) experience in both managing design and construction works as well as in performing owner supervision. These practical experiences and skills allow us to convey confidence that the desired results will be achieved.

  • Design management

    It is a sub-category of project management the nature of which is managing the design works as the representative of the head designer.

    The design work project manager must be included in the team as the main contractor for performing the design works. The project manager is a binding party between the team, head designer, and the project’s contracting entity, and their main functions include:

    • Analysis of primary data, formulation of the exact initial task and need for research;
    • Compiling tender task for sub-designers;
    • Completion of the project’s team and agreeing on working areas of team members;
    • Compiling and monitoring the schedule for design work;
    • Organizing the smooth work of the project bank;
    • Continuous checking and managing of design work;
    • Documenting alterations and additional works;
    • Arranging meetings;
    • Arranging co-ordinations;
    • If necessary, representing the head designer while the construction works are being performed;

    The objective of design work project manager is to ensure that the engineering design complies with the contracting entity’s initial task, valid norms, along with the timely completion thereof.

    Pre-purchase technical due diligence report

    What do you actually get when purchasing real estate?

    Whether it is buying a home or investing in real estate, it is practical to include our specialist in the process, who will provide the technical due diligence report and evaluate the documentation.

    We shall inspect your object and compile a technical due diligence report; if required, we put together proposals for planning maintenance works and prepare a summary of the building’s documentation. If necessary, we also organize thermography and the airtightness test.

    Arranging procurements

    We shall arrange planning and construction work procurements as the client’s representative. Building is a specific and costly activity and thus arranging planning and construction procurements is also a labour intensive process. As construction work usually costs a lot, many specific details must be paid attention to upon arranging procurements.

    Every failure has the potential of resulting in thousands of euros of unexpected costs.

    More common failures in arranging procurements include requesting the submission of tenders without having a properly prepared tender invitation, which leads to non-comparable tenders, and inadequate attention when it comes to describing the required works and contracting limits. This, in turn, may cause a situation in which some works are not included in the construction contract.

    Our long-term experience in this field enables us to avoid such mistakes and perform procurements, giving equal attention to all tenderers and achieving the best result for the client.

    Building consultations

    If the exact volume of activities is unknown or you need an answer to a specific question. Particularly in the planning stage of building activities you may have many questions, answers to which may help you avoid unpleasant surprises in the future..

    • When do I need to compile a detailed plan?
    • Do I have to apply for a building permit or is a building notice sufficient?
    • How do I get a building permit?
    • How to compile the initial task for the designer?
    • What is the energy-performance label?
    • Can under floor heating be installed under a wood floor?

    These are only some of the possible questions that may arise, and sometimes you don’t even know everything you should ask.

    We provide consultations in all topics related to design work and building, in both practical and legal issues.

    Contract-related counseling

    A lawyer alone is not enough when it comes to negotiating contracts; you also need to include a building specialist.

    The main counseling services provided by us are:

    • compiling employment contracts;
    • advising on contractual negotiations;
    • consultation in case of contractual contradictions;

    We have extensive experience when it comes to compiling contracts for particular types of contracting as well as with adapting the terms and conditions of more commonly used employment contracts (e.g. international FIDIC agreement conditions and general terms and conditions of construction contracts used in Estonia).

    Thermal imager

    Our main service - project management and owner supervision - includes ongoing thermal imager examinations and inspections performed with it in the service price during building inspection. If necessary, we also provide thermal imager examinations as a separate service.

    Metal detector

    You can order a search for various types of metal objects from within the ground or the building’s constructions. The owner of a registered immovable may have an interest in such a search before beginning with construction works.

    In Estonia, searching with a metal detector is forbidden without the National Heritage Board’s permit for searching for a thing of cultural value. Our employee owns a search permit issued by the National Heritage Board.

    Thereby, it is essential to know that:

    • A finding of cultural value belongs to the state. The finder of an object of cultural value shall have the right to receive a finder’s fee in the amount determined by the National Heritage Board or the object itself.
    • -Other treasure belongs to the person on whose registered immovable it was found (land owner). The person who found the treasure has the right to receive a finder’s fee in the amount of one-half the value of the treasure.
  • Heritage conservation supervision

    A historic building and a building located within a heritage conservation area may be conserved, renovated, and built only under the supervision of a heritage conservation expert.

    Heritage conservation supervision is obliged to:

    • monitor building according to a project co-ordinated with the National Heritage Board;
    • monitor the usage of methods, working practices, and building materials that are suitable in terms of heritage conservation;
    • monitor the observation and protection of structures and details with cultural value;
    • notify the National Heritage Board of finds with cultural value discovered during the construction works, the worsening of the monument’s condition and other circumstances that endanger the preservation of the monument or its parts, or stand in the way of works being performed in accordance with the project;
    • monitor the proper documentation of the construction works;
    • if required, participate in meetings that discuss the construction works being performed on the object and the quality thereof;
    • compile a report for the National Heritage Board and fix data required for the report and photograph the required parts of the building for the report.
